Human Resource Manager, Job Ref. JO3274. Sligo. 2-year fixed term contract. Competitive Salary €50,804 - €68,834 p/a. Our client is a dynamic, fast-growing educational institution and a provider of University level education in the North West of Ireland. Role Summary: The Human Resources Manager is a key member of the senior College Management Team (CMT) and is responsible for the delivery of a high-quality HR service across the College. This includes the development, implementation and co-ordination of HR strategies, policies and programmes that support the strategic objectives of the College in line with public sector policy and relevant legislation. In line with Government policy, the college is currently working towards achieving full incorporation with the National University of Ireland, Galway (NUIG). The HR Manager also has a key Project Management role in relation to supporting staff and management through this process. The post holder will be required to liaise with many groups and organisations both internally and externally (including the Department of Education & Skills; Higher Education Authority; NUIG and other such bodies as may be required from time to time. Responsibilities: As a member of the College Management Team (CMT), develop a deep understanding of the operational and strategic challenges facing the College and proactively develop HR initiatives to support same; Identify, develop and roll out HR and IR policies & practices in line with legislation, sectoral norms, public sector governance and best practice. Proactively review on an ongoing basis in a strategic manner; Responsible for the development and management of the Human Resource function; Provide support and advice to management to ensure that the College complies with current employment legislation, equality and other appropriate legislation and statutory requirements; Lead strategic and operational workforce planning across the College; Develop, manage, evaluate and implement appropriate recruitment and selection procedures; Management of the on-boarding process for new staff; Drafting & issuing of all contracts of employment; Manage all IR-related matters for the College including representation at third-party forums where required; Liaise and negotiate with trade unions in relation to any IR-related matters; Oversee Performance Management processes; Responsible for staff training & development; Responsible for the accuracy of information contained on all HR records and conform to requirements of the Data Protection Act and other relevant legislation; Contribute to the development and implementation of appropriate management information systems. Oversee the College’s Employee Assistance Programme; Responsible for proactively managing all leave types e.g. sick leave (including long-term sick leave), maternity, sabbatical etc. and ensure accurate record keeping of same; Statistical Returns and Reporting to the HEA, DES etc. as required; Liaise closely with the Finance office on all payroll-related matters. Approval of fortnightly & monthly payrolls; Foster positive employee relations and establish good working relations with internal and external stakeholders. Liaise with external bodies such as HEA, DES, NUIG on a regular basis; Attend Board of Directors meetings and present on staffing matters; Any other HR-related duties that may arise; Work closely with the College President, Board of Directors, NUIG Project Manager & Senior Staff on all aspects of the incorporation; Support the ‘TUPE’ mapping process of staff transferring to NUI, Galway; Manage the due diligence process for all HR-related matters; Provide advice to staff and management in relation to the incorporation process; Assist in the management of internal and external incorporation communications between staff, management and other key stakeholders and representatives on an on-going basis; The above responsibilities are not an exhaustive list and may change given the emerging priorities, initiatives and work programme within the College in an ever-changing higher education environment. What we are looking for: Candidates likely to be called for interview will have most or all of the following qualifications & experience: A primary Degree/Postgraduate qualification in Human Resources or related discipline; Minimum of 5 years’ work experience in a Senior HR Role; Membership of the CIPD; Strong problem-solving skills – able to analyse problems and situations and propose, gain support for, and implement solutions; Motivated and resilient character with the ability to take initiative and lead out on key projects; Ability to work to the highest standards of integrity, confidentiality and sensitivity; Ability to be professional in all dealings with management and staff; Excellent written and verbal communication skills; Able to communicate highly sensitive and complex issues including employment issues clearly; Ability to encourage positive change and to work effectively within a changing environment; Experience of working with trade unions is advantageous; Excellent organisational, administrative and ICT skills; Excellent negotiation skills.
